ARMP Vision

The Public Procurement Regulatory Authority (ARMP) aims to become a model of excellence in public procurement regulation, both nationally and internationally. It aspires to create a transparent, fair, and competitive environment for the award and execution of public procurement, thereby promoting economic and social development. ARMP aims to strengthen stakeholder confidence in the public procurement system by ensuring effective, responsible management that complies with ethical and legal standards. By promoting integrity, transparency, and accountability, ARMP seeks to establish an exemplary governance framework that inspires best practices and contributes to the fight against corruption and fraud in public procurement.

ARMP Missions

ARMP's missions are varied and extensive, covering several aspects of public procurement regulation. Here is an enumeration of ARMP's main missions:

  • Administrative Management of Public Procurement: ARMP is responsible for the administrative management of public procurement, ensuring compliance with legal and regulatory provisions.
  • Advice and Support to Contracting Authorities: ARMP provides advice and support to contracting authorities in the preparation and execution of public procurement, helping them optimize their procedures and comply with current standards.
  • Management of the National Public Procurement Observatory (ONMP): ARMP manages ONMP, which collects, analyzes, and disseminates data on public procurement to inform decision-makers and the public.
  • Management of the Single Public Procurement Portal (PSMP): ARMP manages PSMP, a platform centralizing information on public procurement, facilitating access for economic operators and promoting transparency.
  • Management of the National Register of Public Procurement Professionals (RNMP): ARMP manages RNMP, which lists and certifies public procurement professionals, ensuring their competence and integrity.

  • Control of Public Procurement: ARMP exercises control over public procurement to ensure compliance with legal and regulatory provisions, as well as principles of transparency, fairness, and competition.
  • Regulation of Public Procurement: ARMP regulates public procurement by establishing rules and standards applicable to all stakeholders, thereby promoting a harmonized and efficient framework.
  • Monitoring and Evaluation of Public Procurement: ARMP monitors and evaluates public procurement to measure their performance and impact, identifying good practices and areas for improvement.
  • Fight against Corruption and Fraud: ARMP actively participates in the fight against corruption and fraud in public procurement by implementing prevention, detection, and sanction mechanisms.

  • Training and Capacity Building: ARMP organizes training and capacity building sessions for public procurement stakeholders, including contracting authorities, economic operators, and civil society organizations.
  • Development of Training Tools: ARMP develops training tools and educational resources to facilitate the learning and application of public procurement rules and procedures.
  • Promotion of Best Practices: ARMP promotes best practices in public procurement by disseminating guides, manuals, and reference documents to stakeholders.

  • International Cooperation: ARMP participates in international cooperation initiatives to share experiences and best practices in public procurement regulation with foreign counterparts and international organizations.
  • Representation in International Bodies: ARMP represents the country in international bodies and forums dedicated to public procurement, thereby contributing to the promotion of national interests and the harmonization of international standards.
  • Technical Assistance Projects: ARMP implements technical assistance projects in collaboration with international partners to strengthen public procurement systems in the country and the region.
