ARMP Presentation

The Public Procurement Regulatory Authority (ARMP) plays a crucial role in the public procurement landscape. As the guarantor of transparent procedures, freedom of access to public procurement, and equal treatment of candidates, ARMP ensures that public procurement award and execution processes are conducted in an open, fair, and non-discriminatory manner.

ARMP Organization

The organization of ARMP is structured into several bodies, each assuming specific missions to ensure effective regulation of public procurement. Here are the main bodies of ARMP:

The Regulatory Council is the supreme and deliberative body of ARMP. It is composed of nine members representing the administration, private sector, and civil society.

  • Definition of general policy and management rules of ARMP
  • Monitoring and evaluation of the activities of the general management, Dispute Resolution Committee, and Audit and Investigation Committee
  • Adoption of recommendations, regulatory projects, and public procurement management tools
  • Reception and examination of performance evaluation reports of public procurement actors
  • Initiation of investigations and audits in case of regulatory violations

The Dispute Resolution Committee is a non-jurisdictional body responsible for settling disputes resulting from the implementation of public procurement award, execution, and control procedures.

  • Reception and processing of denunciations and appeals
  • Conducting investigations and inquiries in case of disputes
  • Transmission of investigation reports to competent authorities

The Audit and Investigation Committee is a subsidiary of the RC responsible for conducting audits, investigations, and inquiries related to public procurement and public service delegations.

  • Conducting technical and financial audits on public procurement

The General Management is responsible for the daily administrative, technical, and financial management of ARMP and the implementation of its general policy, under the control of the Regulatory Council.
