A delegation from the Public Procurement Regulatory Authority (ARMP), led by its Interim Director General, Davy Wolfgang OPOKO, took part in the fifth General Assembly of the African Public Procurement Network (RACOP) from November 11 to 14, 2025, in Victoria Falls, Zimbabwe.
Held under the theme: "Transforming Public Procurement in Africa through Innovation, Inclusion, Sustainability, and Collaboration," this major gathering aimed, among other things, to provide a platform for heads of public procurement regulatory bodies, experts, and stakeholders to exchange lessons learned and best practices; strengthen public procurement institutions and systems; promote innovative solutions to challenges related to public procurement; and address issues of governance and strategic planning in public procurement.
This theme was both timely and essential for advancing good governance, economic resilience, and equitable development on the continent.
Indeed, the Public Procurement Regulatory Authority (ARMP) of Congo has been a member of the African Public Procurement Network (RACOP) since its creation in 2018 in Lomé, Republic of Togo. This sub-regional organization's mission is to promote the development and integration of public procurement systems through enhanced cooperation among network members.
RACOP holds an annual general assembly in a member state, bringing together heads of public procurement regulatory bodies to discuss strategic themes. These meetings constitute a privileged framework for exchange and sharing of experiences in public procurement. They also offer Public Procurement Regulatory Authorities (ARMPs), in particular, and public procurement regulatory authorities (ARCOPs), in general, the opportunity to establish strategic partnerships aimed at strengthening institutional capacities and providing continuous training for stakeholders.
The Director General of ARMP was accompanied at the 5th General Assembly of RACOP by other ARMP executives, namely: Mrs. BAYOULOULA Blanche Zeraline (Head of the Training Department), Mr. ELENGA Lucien (Head of the Legal and Litigation Department), and Mr. KOUKA Arold Dusmeril (Head of the Regulation Department).
