Training of the DENIS SASSOU N'GUESSO University CGMP on public procurement management mechanisms

The members of the Public Procurement Management Unit (CGMP) of DENIS SASSOU N'GUESSO University (UDSN) were trained from July 3 to 7, 2025, on public procurement management procedures through training led by a team of executives from the Public Procurement Regulatory Authority (ARMP), headed by its acting director general, Davy Wolfgang OPOKO. It was also about improving the level of information of other executives of this public institution in the field of public procurement.

This training aimed, among other objectives, to enable participants to characterize the provisions of the Public Procurement Code relating to the regulatory and institutional framework; to master the techniques for developing the Procurement Plan (PPM); to master the techniques for preparing tender documents (DAO); to master the techniques for registering bids, opening and evaluating bids; to master the presentation of public procurement contracts.

The modules of this training addressed to UDSN executives and staff working within the CGMP, administrative, legal, financial and accounting services were presented on PowerPoint in the form of experiential presentations, followed by interactive exchanges and case studies.

At the end of this training, educational and didactic materials were made available to participants consisting of different PowerPoint presentations and practical cases in electronic and paper versions; electronic support including all public procurement documentation (code, implementing texts, standard files...).

It should be noted that this training is part of the dynamics of a vast capacity building program, initiated by ARMP for CGMPs, structured or restructured in accordance with decree n° 2022-1854 of October 12, 2022 modifying and completing decree n° 2009-161 of May 20, 2009 on the organization and functioning of the public procurement management unit.

Recalling that this decree brought major innovations, compared to the old text, both in the organization and in the missions of the CGMP established with contracting authorities (institutions of the Republic, ministries, local authorities, public establishments, public companies, companies with majority public participation...).
